The United States has fallen behind the world in protecting our citizens from being exploited online. A Digital Bill of Rights is needed to establish the right to privacy, the right to security, the right to be forgotten, the right to revoke, and the right to not be compelled.
I will work to introduce five Amendments to the constitution guaranteeing these rights to all people within the United States; rights that can not be infringed by anyone.

All persons in the United States, and citizens of the United States abroad, are guaranteed the right to privacy when engaging in digital spaces. Their actions may not be observed, or recorded, without their explicit consent and knowledge.

All persons in the United States, and citizens of the United States abroad, are guaranteed the right to security when engaging in digital spaces. Their information may not be recorded or distributed without their explicit consent and knowledge.

All persons in the United States, and citizens of the United States abroad, are guaranteed the right to be forgotten for actions taken online. No actor may record for use any data exceeding 7 years without regular consent from the recorded party. No action may be taken against an individual; professionally, publicly, or legally for online interactions exceeding 10 years or during such time that the individual was a minor. Unless the interactions are evidence of a crime for which the statute of limitations has not passed.

All persons in the United States, and citizens of the United States abroad, are guaranteed the right to revoke previously agreed permission to observe, record, or distribute their information and /or data at any time.

All persons in the United States, and citizens of the United States abroad, are guaranteed the right to not be compelled to use digital tools where reasonable non-digital alternatives exist.
consumer protections
With the size and scope of enforcing digital rights on a national scale, an agency will need to be created with the sole and express purpose of enforcing digital rights.
After successful passing of the Digital Bill of Rights I will work to create an agency within the Federal Trade Commission to monitor online activity, enforce digital rights, and ensure compliance with all current and future online commerce regulations.
ai protection act
Artificial Intelligence is developing at an alarming rate. It has already been used to manipulate elections, and gather information on millions. The priority moving forward should be to ensure human safety is maintained as a primary concern.
I will introduce legislation barring the use of AI for offensive military purposes, use of AI for violence, and the use of AI for human targeting; and that requires all AI programs to have a single “kill code” that is provided to the Department of Homeland Security for the purpose of shutting down AI that has grown non-compliant.
sponsorship transparency
Online sponsors are currently required to make public all sponsored content, but regularly fail to do so; confusing consumers into believing that opinions expressed are genuine when often they are paid advertisements.
I will introduce legislation that empowers the FTC and eventually the aforementioned agency within the FTC to establish a public database of all sponsorships between a US based company and / or to a US Citizen by requiring reporting of sponsorships by both parties; and provide the FTC a guideline for how to fine failures to report.
subscription inactivity act
Digital companies often exploit the inactivity of accounts for financial gain by continuing to charge inactive accounts in spite of a discontinuation of service usage. This predatory practice harms consumers, and discourages companies from acting with Integrity to ensure that the user wishes to continue their service.
I will introduce the Subscription Inactivity Act which will require companies to track activity on accounts which require subscription and do not provide a physical product; and automatically close any account inactive for more than 90 days.
